Projects Completed

Pathmark Associates Limited carried out a large number of projects under Government, Semi-Government, Private Sector and Donor Agencies.
So far, the company has executed 88 projects – 52 covering the whole of Bangladesh, 35 regionally within Bangladesh and 1 internationally (Bangkok) from 1986 to 2010.

A Survey on Small-scale and Cottage Industries in Bangladesh

 

A country wide  survey was conducted on a representative sample of cottage industries throughout Bangladesh. The Production volume, sales, raw materials, personnel, fixed assets, duties and taxes paid etc. were investigated. An estimate was made on the value added by the Small and Cottage Industries subsector to the national economy in Bangladesh.

Insurance Industry and Pension and Provident Fund Reform Project  (ADB TA No. 2915)

A team of consultants engaged in project implementation. The team included an insurance expert; pension and provident funds expert; actuary; and systems, organisation, and training experts. The team tried to recommend in creating an enabling, private sector oriented environment in the contractual saving sector, i.e. both insurance and provident funds, through a two-pronged approach.

Study on Evaluation of Satellite School Programme

 

 

 

 

 

 

The Government of Bangladesh introduced Satellite School Programme. These schools are 2 Class Schools.  The purpose of Satellite School is to bring out-of-school children of most disadvantageous areas to school.  A survey of 131 satellite schools and 131 mother schools spread all over Bangladesh was conducted, documents were studied and all the agencies concerned with the implementation of the programme from national to the school levels were interviewed. A report with recommendations on future course of action was submitted.

Book Publication System in Bangladesh : Problems and Solutions

Book Publication System in Bangladesh suffers from problems of quality printing, marketing, availability of materials etc.

A sample survey was conducted in cities and towns where there are quite a good number of publishers. Respondents were Publishers, Book Sellers, Binders, Authors, Buyers and Officials of some major libraries. The study identified problems of book publication in Bangladesh and suggested appropriate measures to solve the problems.

Book Distribution System in Bangladesh : Problems and Solutions

Distribution of books in Bangladesh is carried out in an unscientific and unco-ordinated way.  The views of book sellers, publishers, authors and readers were collected.  Problems of book distribution were found out through analysis of data and measures for solution were suggested.

Reforms of Higher Secondary Education, Bangladesh (ADB Loan No. 1123-BAN(SF) /UNDP TA No. BGD/91/022/A/99)

 

The Higher Secondary Education system in Bangladesh needed to be improved to suit the requirements of the nation in the context of modern science, technology and business. The project aimed at bringing about revolutionary changes in the curricula, text book, examination system and information management system of Higher Secondary Education in Bangladesh. Pathmark in association with others in the consulting consortium provided expertise support to initiate strategic change in the overall system of operation and management of the Higher Secondary Education System.

Secondary Education Sector Development Project (ADB TA No. 2908)

 

Asian Development Bank funded a sector review in the light of major shifts of eight year basic education and four year secondary education as recommended by new education policy. Both international and domestic consultants were engaged to study recent trends in primary and secondary education. The study helped in developing a realistic project document for the secondary education sector.

Establishing Base Line Data and Training Needs in the Field of Educational Planning under ESTEEM Project

ESTEEM aims to strengthen the Government’s capacity to deliver high quality primary education  through a sustainable, cost effective and equitable school system. It is designed to improve planning and management of all aspects of primary education in Bangladesh. An investigative study was conducted to achieve the two main objectives of  determining the planning process and also to determine training needs of decentralized planning personnel. The study had been carried out through participative approaches and it emphasized conducting indepth investigation in but representative sample of Districts and Thanas.

Institutional Development of  the Directorate of Non-formal Education Project (TA No. 2534-BAN)

The Consultants, Special Contract Staff and Specialist Subcontract Services, the company provided expertise support to (i) carry on extensive research works in the form of studying all relevant documents, administering questionnaires and interviewing concerned persons; (ii) develop appropriate materials, manuals, guides etc; and (iii) offer training to the key persons on the use of the above mentioned materials, manuals and guides. A comprehensive report covering all aspects was prepared and submitted to the employer on scheduled time.

Second Non-Formal Education Project

(ADB TA No. 3465-BAN)

The consultants undertook extensive study of the existing NFE sector in Bangladesh, upon which recommendations for a second NFE project were based. The TA study carried out in a collaboration and consultative manner, securing input from relevant agencies such as DNFE, under the PMED, as well as district administrations involved in the total literacy movement, NGOs, community groups and learners. The consultants maintained liaison with NGO deliverers of NFE. After thorough study a project document was prepared.

The consultants identified four critical issues of secondary education in Bangladesh. These are: (i) weak policy and planning structures, (ii) poor quality, (iii) low internal and external efficiency, and (iii) limited access and equity and evaluated the present planning, implementation, evaluation and monitoring and management structure of secondary education.

The services provided by the Consultants were:  (i)  prepared a time-bound action plan for the services;  (ii)  conducted inspection of the aspirant institutions or required institutions for recognition and MPO subvention;  (iii)  resolved queries/observation with the procuring entity as and when required;  (iv)  collected information through spot visit; (v) conducted inspection of those educational institutions having MPO subvention for their continuation of government subsidy/subvention;  (vi)  prepared formats data sheets/questionnaires based on objective criteria;  (vii)  trained their own staff to effectively manage the task of inspection;  (viii)  prepared and submitted reports of inspection within the time frame set by the procuring entity.

The objectives of Rural Development Project 9 were changed as a result of changes in policy on rural development.  Pathmark Associates Ltd. conducted performance evaluation and job analysis of the existing staff (400 in number) and determined those who could be retained and those who should be replaced so that new objectives could be achieved.

Evaluation of the Effectiveness of Bifurcation of Field Staff

The Rural Development Project - 9 is a poverty alleviation project undertaken for the most disadvantaged and the poorest segment of the population of the greater Rangpur district. To help ensure sustainability of the benefits derived by the poor people from the project, the responsibilities of the field staff have been divided into (a) Social Development and (b) Economic Development since 1994. This project deals with evaluation of the bifurcation activities.  An indepth investigation of the works done by the bifurcated field personnel was made.

Pilot Credit Activities in Mymensingh Aquaculture Extension Project, Phase - 1 Thanas

The Mymensingh Aquaculture Extension Project (MAEP) has been working for the development of Fisheries sector in six thanas of Mymensingh District. To ensure sustainability of the development activities a feasible Credit Model was planned to be developed.  Pathmark Associates Limited developed a feasible credit model with collaborative arrangements among beneficiaries, Bangladesh Krishi Bank and local NGOs.

Appraising the Impact of Benefits Earned by the Contracting Groups

The RD-9 is a rural poverty alleviation project and RD-8 project is concerned with rural infrastructure development. The beneficiaries of RD-9 work are involved in infrastructure activities of RD-8. This project assessed the impact of income generating opportunities provided by RD-8 to RD-9 group members.  The company was involved in conducting field study. Information were collected from the field personnel and beneficiaries.

Draw up action plans based on the recommendations of the Task Force on Strengthening the Institutions for Food‑Assisted Development (SIFAD). Capacity Building of the Securities and Exchange Commission and Selected Capital Market Institutions(ADB TA 3533-BAN)

 

The advisory TA aimed at strengthening the key institutions responsible for market regulation and market infrastructure support that are essential for a fair, transparent, and efficient domestic capital market. The TA built SEC’s capacity to effectively perform its role as market regulator and to audit corporate governance of listed companies and listed securities issuers. It helped Chittagong Stock Exchange (CSE) and Dhaka Stock Exchange (DSE) become more effective and efficient in discharging their responsibilities and CDBL to operate efficiently as a central depository of securities. The TA also organized and conducted training for capital market participants.

12.   Environmental Planning, Environmental Management Training and Environmental Impact Study

 

Impact Evaluation Study of Shaheed Ziaur Rahman Medical College and 500 Bedded Hospital at Bogra (2001-2007)

The services provided by the company were :  (i)  Evaluate the quality of construction work accomplished through of  work mentioned against item in table above;  (ii)   Evaluate the quality of medical equipments installed under the project; (iii)  Evaluate whether the medical care services has been improved after project intervention;  (iv) Review the Annual Progress Reports prepared by Project which were ultimately placed in ECNC/NEC and comment on whether the Reports reflected the actual progress in physical work and financial expenditure up to 30 June of the relevant financial Year;  (v)  Organize one workshop in the Project Area to hold discussion, with Stake holders and beneficiaries;  (vi)  Organise a workshop/seminar will be organized by the firm to disseminate the study findings.

Gorai River Restoration Project

Conducted survey of Gorai River System. Ascertained volume of dredging needs of the river and accomplished study on the impact of Gorai River Waters for increased agricultural output of its downstream regions. Recommended to undertake a priority project for regular flow of the river and thereby to arrest environmental degradation.

Second Primary Education Sector Project (ADB Loan No.  1521 BAN (SF)

The objectives of the project were to increase equitable access, develop quality of primary education, and strengthening the management, motoring and information system of primary education.  Studies were undertaken to assist the Government in the areas of enhancing quality of education and capacity building at NCTB. The interventions on quality and capacity building were employed in the following areas: (I) NCTB institutional development and capacity building, (ii)  curriculum and textbook improvement, (iii) textbook supply, and (iv)  student assessment.  Further, the team of specialists worked together to produce a cohesive, holistic and realizable project package to accomplish given objective and targets. Design and Implementation of Pilot Scheme for Targeting Stipend Recipients under FSSAP

The main objective of this project was to spread education among the girls. Specifically it aimed at: (i) increasing number of girls enrolment in grades 6–10; (ii) increasing number of secondary education teacher; (iii) providing occupational skills training to school leaving girls; (iv) promoting supportive environment for girls education etc. In view of the objectives, the study consultants accomplished the task of (i) structuring suitable questionnaire; (ii) fielded survey teams in the sample thanas to collect useful data; (iii) prepared and submitted reports on dropout of grade five passed girls; and (iv) identified the role of guardians, parents, local elites to motivate girls ensuring their enrolment etc.

The project's main activities are : (i) to increase production of Salt so that self sufficiency can be achieved  (ii) to determine optimum price of salt produced by farmers.
